Drug and Alcohol Testing – DOT
The Federal Motor Carrier Safety Administration (FMCSA), along with the Department of Transportation (DOT), requires that employees who utilize a Commercial Driver’s License (CDL) and/or perform safety-sensitive duties as a condition of their employment, follow alcohol and drug testing rules. The EAP ensures compliance with regulations, and provides safety oversight of all Arlington Public School and Arlington County Government CDL drivers. The EAP closely manages the CDL Database and the testing process for pre-employment, post-accident, reasonable suspicion and follow-up tests. The EAP is also responsible for managing the return to work process after a violation of a DOT drug and alcohol regulation, for any employees with safety-sensitive job duties.
Drug and Alcohol Testing – Non DOT
The EAP provides guidance to leadership to ensure consistent adherence to substance use/abuse policy which prohibits possession/use of illegal substances and the appropriate use of prescription medication while on the job. The EAP provides guidance when policy violations result in the need for drug and/or alcohol testing.
As a result of the Occupational Safety and Health Act (OSH Act) of 1970, employers, including Arlington Public Schools (APS), are required to maintain records of all employee occupational injuries and illnesses. This information allows APS leaders and employees as well as OSHA to evaluate the safety of the workplace, understand industry standards and implement worker protections. The EAP is responsible for meeting OSHA reporting and tracking requirements in collaboration with Human Resources.
